Dated-16.09.2017 Gram Panchyaat- Dummerpani (Nuapada Block)
Visited Arkata Tank with Dist. Social Auditor, Nuapada. It was found that the labourers engaged earlier and the work was done satisfactorily but payment was not given to them due to absence of case records and misplace of MB. It came to know that the entire work measurement was done by the GRS itself and the Bills are blindly signed by the JE Gauri Singh in good faith but the second measurements and the Second RA Bill was failed to sign by him which effected the release of payment. Many of the accountswere deposited with payments without work and the people worked are deprived to get payment as per the statement received from Labourers. The GRS could not able to produced records as the same as seized by Block officials earlier due to dispute raised. The PEO was intentionally absent as if he was knowing about our tour. The MB and other measurement particulars are manipulated and misplaced by the JE, Gauri Singh, engaged at the time for execution of work. Statement of Labourers Kunti Bai, Srilal majhi, Shyamlal Majhi, Gobordhan Majhi, Premlal Rout, Umashankar Sahu and Manbodh Sahu, was taken. It was known from the statement of GRS that a payment of Rs 7,10,000.00 out of the project cost of 10 Lakhs was released from the concerned work.It was decided to collect the Case Record from BDO Nuapada.Received complaintof labourers throughnewspaper and registered the case register vide case 1.

Visited Bhaleswar so as to enquire the facts on Press Clipping regarding MGNREGS corruptions and enquired regarding all the works with Sarpanch, PSM and ward members and found that DSC was mis-utilised by some Bhupen Chandrakar, a local resident of Bhaleswar GP.Several Paymentsmade to fake labourers and not paid any wages to actual workers engaged. Many of thepaymentmade without any works or measurement.As such case records are not found in panchayat which was ceased by Nuapada Police earlier. It was decided to discuss with PD DRDA to prepare duplicate Case Record for making payments to poor labourers who were engaged actually in execution of many community projects without effecting the police investigation. Back to head quarter at 6.00 PM visiting some field facts by seeing some community projects undertaken in the past 2 years and interaction with the workers engaged.
Received complaint through paper clipping where in it was stated that the payments were not made for the work “Renovation of Jamuna Sagar Tank, Imp of Road from Nityanadpur to Dadar, imp of Road from Saraipali to Suruguda, Imp of Road from Bhaleshwar to Fatamunda Chowk. Renovation of Badmunda Tank registered vide complaint No 2.
Dated- 23.09.2017 Gram Panchayat-Lakhna (Komna Block)
Proceeded Lakhna GP with APO Minalal Chandrakar to enquired the facts released through Press Clipping of registered vide Case No 3 for“Improvementof Road Tetelpada to Mendhatal”.Based on the statements of the complainant Ketki Majhi, Tikemani Majhi & 20 others attend. On enquire, it was found that at about 50 workers were engaged in the work of Rs. Five lakhs,Rs.1,11,000/- has only been paid to labourers and rest amount has not been paid as discussed with them in presence of PEO Bhanu Dansena,Sarpanch and PSM. Similarly few Labourers were also not paid their full wagesfor the work of RD Road to Murlibahal village.The PEO Bhanu Dandsena assuredto release thepending payment by preparing MR in accordance with the measurement takenbythe GS within one month.
Dated-05.10.2017 Gram Panchayat-Kuliabandha (Nuapada Block)
Spot visit to Kuliabandha G.P. of Nuapada Block. Conduct field enquiry on non-payment of wages to MGNREGA workers in presence of Public, SarpanchSmt. jirabai Goud, PSM Hiralal Patel ,ZillaParishad Member for the work for "Imp. of Adibandh Tank"at Gairendihi Village of Kuliabandha GP for Rs.10.00 lakhs. While enquiring, it is observed that works has been done but not taken Measurement by the then JE Sri Gauri Singh.
It was finalised for measurement of works inpresence of ABDO,AEE,Sarpanch on 18.10.17.All the persons present complained againstGRS who is not taking steps for finalisation ofmeasurement and payment of wages. Receivedseveral complaints fromDeonarayanRout &70 other Labourers for which payment for the works was lying pending which was registered vide case No- 4.
Similarly several other cases were also not paid the dues of labourers like Improvement of Road from Kuliabandha to Senbhatta complained by Santosh Majhi, Dilip Patel, Bhubaneswar Patel and Puran Majhi registered case Vide Case No 5. Improvements of Road from Dhanora to Babenkera complained by Ashok Rona registered vide case no-6. Improvement of Road from Dhumabhatta to Bhanpur costing Rs 9 lakhs where complained by Hirasing Majhi, Jiwanlal Keut and 15 others.

Suo moto visit made to Sahipala G.P. of NuapadaBlock. Conduct field enquiry.Visited four nos. ofworks like Bohaldihi SantoshiPada Tank,SahipalaColony pada Tank, Gundrijhar Road, Gurijibhatta Tankin presence of PEO Nandi Padhi,Sarpanch Chandramani Tandi.Discussed with the labourers Chitru Majhi, Rajmani Bai Lohra, Lagni Badhai, Bed Kumar Badhai, Ram Lal Majhi and Dhanu Nial,who expressed the facts ofdelay payment to PMAY beneficiariesof MGNREGS Share.Instructed the PEO to releaseall pending IAY, PMAY MGNREGS share immediately.
