Dated -24.01.19 Panchayat – Areda G.P of (Khariar Block)
(Gram Panchayat) Visited Areda G.P of Khariar Block. Conducted field enquiry of work and payment made to Mahatma Gandhi NREGS workers. Visited works like Improvement of Mahabandh Tank at Areda. Visited works like Improvement of Mahabandh Tank at chandrapur, Improvement of Godei Bandh Tank at Badamunda and Imrovement of Road from Michaguda to Nadi Road. Met the labourers Tilakram Sabar, Dhansingh Sanbar, Sahadev Sagaria, Jaisingh Sabar, Son Kumar Sagaria.
Dated -28.01.19 Panchayat – Kirkita G.P of (Khariar Block)
Field visit to Kirkita G.P works of Khariar Block. Conduct field enquiry of work and payment made to Mahatma Gandhi NREGS workers. The PEO Kamal Kishore Sahu is not working in this GP as he is not received any charges since 3 months of his new joining.
Complaints of 95 Mandays payment pending with Purnavi Majhi, Kunti Sabar, Tankadhar Majhi, Dhaneshwar Majhi, Durlabha majhi and Debarchan Majhi, Suren Majhi, Haramani Majhi, Dhaniram Majhi, Udhab Majhi, Ranjit Majhi, Narsingh Majhi, Dhaniram Majhi, Nitya Majhi, Ugresen Majhi, Gopu Majhi, Mangal majhi, Bali Majhi, Hiradhar Majhi, Sobhasing majhi, Ramdas Majhi. Again the GS Karna majhi, Swaraswati majhi, Shyam Sunder Majhi, Chatrapati Majhi, Pabitra Majhi, Saiphulo, Dharamoni Majhi were not paid their dues till. Dhaneswar Majhi, Mansingh Majhi, Jano Majhi for Junapani Khaliabhatta to Kirkitta Road. Bhaklu Majhi for its Farm Pond Payment. Watering expenses of Soren Majhi for 3 Months which was asked the GRS to consider immediately.
Dated -06.02.19– Sardhapur G.P of (Boden Block) (Watershed Boden)
Visited Mango Plantation of 12 Ha located at Sardhapur village of Sunapur GP of Boden Block. Conducted field enquiry of work and payment made to Mahatma Gandhi NREGS workers
Implementing agency PIA Mr padmalochan Majhi remain absent as usual and his representative Mr Rushimani Majhi (SEW) and Gram Sanjojak Mr Damrudhar jagat were present in the project location. Almost all beneficiaries and the labourers were present with their grievance of non payment of wages as well as scarcity of water for irrigation facilities.
As the projects of 22 Beneficiaries have been taken of in single cluster, following defects were noticed.
1. That the gram sanjojak appointed for Miscellaneous and supervision of plantation was not paid yet. The gram sanjojak will be be paid semi skilled wages as per necessary through Muster Roll instead of from Material Bills.
2. That the work site facilities was seen paid already for each project, the expenditure made for erecting Transparency Board, Crech Facillity, Drinking Water, First Aid, for a total of 1,11,377.00 is been shown spend. Due to a cluster mode and in single captivity, the expenditure booked in each project is not required and also enquired from site that no work site facilities were provided except seen a single Transparency Board. Hence the amount spent for the same will be recovered from the concerned PIA.
3. That the following 18 labourers (Annexure 1) worked under the project were not able to receive their wages due to the accounts freeze in portal are postal accounts which are not in use now. Hence it is advised to re collect bank account details Unfreeze the existing accounts and freeze the same for regularizing payments here after.
4. The said plantation having a better survival, and the necessary material and Manpower inputs are regular in time, Following arrangement may be done for better sustainability of the project as it came to know from the grievance raised from the local villagers especially from the beneficiarie
5. Deep bore well with pumps set may be installed within the cluster to meet the water scarcity especially in summer and throughout other season as there is a local water body besides the catchment of a hill found is not sufficient to meet the watering requirement of the said Plantation
6. Amount met for Pitcher irrigation may be avoided and save Rs 14500/- “Material component Point No 8 (1st 2nd and 3rd year)” and Rs 56320 (2nd and 3rd year) from “Labour component Point No 5”. To implementing the same whether from the state fund of watershed or PMKSY or from the above recovery budget.
7. Due to the difficulties facing for providing watering facilities, most of the Farmers/ Beneficiaries are not at all encouraged to maintain the plantation, advised to organize regular meeting with the farmers with the implementing agency for obtaining a better participatory approach to enhance the plantation activity.
8. National Horticulture Mission is offering Drip Irrigation system in 90% subsidy for which the cost per Acre is nearly Rs 4000.00 (Four Thousand only) subject to have a Bore well and Pump set.
Therefore it was asked a follow up action report must be submit to the undersigned with a copy to DPC within a week positive otherwise the PD watershed will be held response for damages of plantation.
Dated -11.02.19– Ghantiguda & Gorla G.P of (Sinapali Block) Forest Range Sinapali
Visited Ghantiguda & Gorla GP, Sinapali Forest Range of Sinapali Block. Conduct field enquiry of recent works and payment made to Mahatma Gandhi NREGS workers.
Dated -14.02.19 Panchayat – Kodomeri of (Nuapada Block)
Visited following works of Kodomeri G.P. in Nuapada block. Visited works like Imp. of Bijra Chhak to Kermenli road, Ren. of Mandir Tank. Dugwell of Rukman Raut. Sarpanch, PEO and GRS were present during my visit and following defects noticed and advised them to comply within a week.
Gaon sathy payment not at all done. IHHL of all cases pending for payment. Dug well payment of Pilalal Raut is pending although the work is seen completed. Following workers have not yet been paid their wages of Work: Bijra Chhak to Kermeli road. The labourers named Khemraj Pandey: Cost of 05 Godi, Ghanashyam Pandey: 06 Godi, Likhan Raut: 06 Godi. Metarial cost of dug well work of Ruman Raut not yet been paid. Advised to pay the pending bills amount immediately.
Dated -18.02.19 Forest Range – Khutbanbhera G.P of (Nuapada Block)
Visited Khutbanbhera Forest Range of Nuapada Block. Conducted field enquiry of recent works and payment made to Mahatma Gandhi NREGS workers. Seen Avenue Plantation at Sarabong to PWD Road 10 RKM, Karchul Economic Block 15 Hc. Chipajhar bald hill Plantation , Chulabhat Management Plantation and Avenue plantation from Patora to Dharambandha 4 RKM. Discussed with the laboures engaged Sohdra sabar, sabitri Tiwati and Digamber Misra where it found all dues were clear in all project implemented earlier through forest Department.
Dated -20.02.19 Gram Panchayat – Gandamer G.P of (Komna Block)
(Gandamer Gram Panchayat) Field verification made at Gandamer GP of Komna block and settlement of yearlong pending wages of several MGNREGS work.
Found the following defects in implementation and disbursement of payments of MGNREG Scheme. The labourers of the concerned GP has lodged complaint through MGNREGA Help line as well as complained on the Public Hearing at Komna block.
In this connection, a letter for release the pending dues to the complainants was issued from this office Vide letter No 224 dated 11.07.2018. It is seen that the complaints were not even attended and the same was remain the subjudice of the undersigned followed which a detail verification was made on dated 21.01.2019 Vide letter No 363 intimated to the PEO Kunuram Harijan, GRS Pitambar Tandi, JE/GPTA Surendra Nath Tudu, APO Minalal Chandrakar, Sarpanch and concerned GS of all villages whereas the GRS Pitambar Tandi and 2 GS Sabita Rath & Makunda Nag remain present on the spot and others intentionally remained absent which shows there negligence in duty.
Subsequently several sitting were announced by the undersigned on dated 23.07.2018, 08.08.2018, 07.09.2018, 05.10.2018 and 28.01.2019 to the above GP officials, but they neither responded nor tried to attend for the same to settle the grievance of villagers.
The PEO Kunuram Majhi is known to be an inefficient employee, always in a drunkard position even if in duty hours. He is not visible in any of the Villages of Gandamer GP from his joining date as explained by the local villagers. He is not having any opinion and used as a rubber stamp by the sarpanch and GRS from time to time.
The GRS Pitambar Tandi was taking advantage of the above situation from the past years. Lot of payments are been pending and also manipulated due to non booking of Muster Roll in time, for the works executed which is annexed separately for your kind information. Due to his extreme negligence of duty, most of the labourers from almost all villages of Gandamer GP are deprived to get their wages as reported by the villages in mass through Block level Public Hearing.
It will be more convenient, if both the employees (PEO & GRS) would be transferred from this GP to streamline the forthcoming works and payment for this GP. I may request you to take necessary steps for considering this situation.
The Lady Sarpanch is also inactive in this GP. Whereas, the Brother in Law of the Lady sarpanch, who is a school teacher, taking advantage to the existing situation and acting as a sarpanch of the said GP from the initial date who is also the custodian of all Case records and responsible for the day to day functioning of the GP, for which I may request your good self to serve a notice for indicating her duties and deficiency serving as a sarpanch. That the amount of Rs 23 Lakhs, was lying pending.
Dated -25.02.19– Tarbod G.P of (Komna Block) (Horticulture Komna)
Visited Mango Plantation at Komna Block of Gandharbh Mallik, Sanjib Kumar Sahu, Krushna Majhi, Makaranda Kathat, Tikeshwar Hans of Maniguda, Keshav Dharua, Mathuram Dharua, Giridhari Majhi of Siality GP, Uday Kumar Sahu, Pili Bai Dharua of Samarsingh.
The same complaint of Material Payment to the beneficiaries were not released for which managing and maintain the plantation is getting quite trouble. The wage payments only were released in time by the officials.
It was enquired and found that from the last three years, no any material payments for any sort of plantation was released. The reason behind the non supply of the same was not known. The officials were instructed to release the same after bulk purchase
Dated -08.03.19 Panchayat – Ghatmal G.P of (Sinapali Block)
(Ghatmal Gram Panchayat) Visited Ghatmal GP of Sinapali Block. Conducted field enquiry of recent works and payment made to Mahatma Gandhi NREGS workers. Verified works like Excavation of Jogbhatta Nuamunda Tank, Renovation of Talakot Banjimunda Tank, Improvement of Road from Tileipalna to Haldi Khol, improvement of Road from Jogbhatta to Khadupani. Most of the labourers were migrated for Brick Klin works as the Panchayat authorities were unable to provide work in time due to several reason. The people complained about prompt work in such areas in time as the region is barely suffering from LWE activities from a long time. No any other livelihood support unable to provide in that area due to detachment from Block and district administration, also the officers of any department could not dare to reach there.
No persons/ Labourers were found aware about MGNREG Act and its entitlements. It was seen that the communities are still waiting to get green signal from the panchayat authorities to start any MGNREGS work. Road communication to all villages and hamlets are quite difficult due to washed and ruined road. Areas
Dated -11.03.19 Panchayat – Risgaon G.P of (Khariar Block) (Risgaon Gram Panchayat)
Visited Risgaon G.P under Khariar Block. Conducted field enquiry of work and payment made to Mahatma Gandhi NREGS workers. From the last three years the panchayat authorities are dedicated in providing IAY/PMAY work to beneficiaries. In this context no community work or any other individual works can be taken in this GP as reported by the Sarpanch and PEO. The IAY/PMAY man days are been provided in time as reported by the beneficiaries. Labourers are willing to do community works as many of the works are duly approved in Gram sabha.
Dated -15.03.19 Sericulture – Lakhna G.P of (Komna Block) (Sericulture, Lakhna)
Special enquiry conducted at Lakhna GP for verification of case records of Sericulture Department at TRCS Lakhna under Komna Block. Visited Jaylaxmi TRCS (Tassar Rearing Cooperative Society) at Lakhna office (Nuapada District) on dated 15.03.2019.
Verified files, Registers and Records of the society in the presence of representative of ADS Kalahandi and found the following defects.
That, from the year 2012 to 2018-19, an amount of Rs 5,29,012 has been spent on purchase of fertilizer, Methyl Parathion, Triazophose, Pesticides, Organic Compost etc as per the following vouchers locally and Rs 13,78,515/- from Bhadrak and Balaswar
The above entire amount of Rs 5,29,012 +13,78,515 = Rs 19,07,527/- spent without any quotation duly approved in the concerned society and ADS Bhawanipatna which is illegal and recoverable from Sri Baman Charan Pradhan, Secretary cum Technical Assistant for the following grounds.
1. As per the Byelaws of the society, Regd No 11/KLD Dated 08.09.1980 (revised) and order no 806 Dated 15.10.14 Point 48 in byelaw (Power and functions of the Secretary), any amount needs to be spent for more than Rs 1000/- needs approval of ADS.
2. The Secretary is the only person who paid the amount; Passed for payment also made by himself and in voucher, signature of the President has also not been obtained though the society which has been formed in a democratic process.
3. The materials purchased from Baleswar & Bhadrak, which is about 800 KMs from this place is doubtful and not valid as all the materials are available at Nuapada & Khariar Road market which is within 20 KMs and for instances the same materials have also been purchased from Nuapada & Khariar Road spending Rs. 5,29,012/- where in it felt, there is no necessity for procuring those materials from Bhadrak & Baleswar spending Rs. 13,78,515/- without any Quotation/ Tender or without any approval of ADS & Society.
4. The entire amount of MGNREGS released has been deposited in SB A/c of the society without maintaining separate account for which interest earned under MGNREGA could not been traceable and in SB account of society which should have been returned to funding Agency in 2014-15, a separate A/c has been maintained by the secretary (Technical Assistant) and the interest earned up to 2014-15 has also been diverted to the A/c of the society for Rs. 6325/- is illegal, which should be traced out and refunded to DRDA, Nuapada immediately.
Whereas after verification it is seen that the-
· Procurement meetings are conducted without any committee members.
· No any approval is found from any of the higher authority.
· No any approval seen from the Society members.
· Any queries raised from the Higher authorities regarding misappropriation, Approval, Lack of maintenance, are counter replied without any satisfactory answers.
· Financial approval made by Single person.
· Passed for payment made by Single person.
· Measurement Book entry by Single Person
· Societies Bank Account operation by Single Person.
· Materials order and procurement from suppliers by Single person.
· Stock entry by Single person.
· Distribution of materials by Single person.
*Single person is referred to Sri Baman Charan Pradhan (Secretary cum Technical Assistant)
During field visit of undersigned at Darlimunda, Nagpada, Rajna, Jhagrai & Lakhna, the beneficiaries expressed that except wages, they have not been supplied any materials for use in plants and no administrative expenses such as Rest Shed, Transparency Board, Engagement of GS, Crèche Facility, Drinking Water supply which has duly intimated to the ADS Kalahandi by the undersigned time to time and copy of the same was transmitted to the Director, Textile & Handloom Bhubaneswar for information and necessary action.
Therefore the ADS Bhawanipatna is directed to take steps for recovery of the amount issuing a show cause notice and if possible, recover the amount from his final GPF/ un-utilised leave/ gratuity etc and steps taken must be intimated to the undersigned within a short period as the Secretary (Technical Assistant) will be retired soon on attaining of 60 years of Age.
Dated -23.03.19 Panchayat – Jampani G.P of (Nuapada Block) (Watershed Nuapada) Visited Baguda Village at Jampani G.P for enquiring feild Bunding at Chichiripani, Baguda, Surupada, Chindpani & Bhaisatal GP for Mango Plantation.Visited Baguda bunding (A) interacted with beneficiaries Chakra Majhi, Subsingh Majhi, Bhadra Majhi,Ghoso Naik. Total Man-days 234 all payment made. Jyotishankar Mahapatra SEW,GS Jemani Majhi all attend the spot to show the completed projects.
