Dated -25.10.18 Gram Panchayat-Maniguda G.P of (Komna Block)
Visited Maniguda G.P of Komna Block. Conducted field enquiry of work and payment made to Mahatma Gandhi NREGS workers. Complaints received from Jogendra Bag GS for the pending skilled wages for the work of Naikpada to Ganiary Road. Debkumar Ahir for Balipali to Jotmarpada Road and Kamal Rana for Gadgadbahali to Chacrajharan and Krushna Bemal for Panchyat Building work.
IAY Mandays of Ranjit Nial, Debarchan Bemal, Chira Thapa, Chulu Bag were not been paid which was instructed the APO to regularise immediately. Seen compost pit of Jogendra Bag at Jatgad where the work is done better, wage payments are regular whereas material cost is not yet released. Wage Payment of sunder Nag, Sahadev Majhi, Kanta Majhi, Podo majhi, Tara Majhi for Panchyat Building was also not paid. for Tiknu Hans, Sitaram majhi, Bhimsen Hans Rabindra Majhi and Lata Hans were also not paid the Murum Spreading charges of Naikpada To Ganiyari Road. The following payments for which the concerned PEO and GRS were instructed to pay and comply immediately.
Dated-27.10.18 Gram Panchayat-Bhainsadani G.P (Boden Block) Visited Bhaisadani G.P of Boden Block. Conducted field enquiry of work and payment made to Mahatma Gandhi NREGS workers. Visited Works like Improvement of Pelnapada Road, Improvement of road to Rundi project to Kumti Bherua. Redhamal School Chack to Belsun, Thutibar to Saini pada, Patdhara chhachara pada to Kairipani, Barihapada to Bisipadar Road. Verified some individual works like Niranjan Kanta for his Dugwell.
Meet the labourers Named Kumar Majhi, Asaram Majhi, Nurtan Majhi, Khyama nidi Majhi, Dhwarja Podh of pelnapada whom claimed non payment of wages in the work of Barihapada to Bisipadar Road which was directed on spot to settle the payments immediately and comply within 15 days.
Most of the labourers were found migrated for Brick Klin works as the Panchayat authorities were unable to provide work in time due to several reason. The people complained about prompt work in such areas in time as the region is barely suffering from LWE activities from a long time. No any other livelihood support unable to provide in that area due to detachment from Block and district administration, also the officers of any department could not dare to reach there.
No persons were found aware about MGNREG Act and its entitlements. It was seen that the communities are still waiting to get gree signal from the panchyat authorities to stat any work. Communication to all villages and hamlets is quite difficult due to washed and stone road. Areas
Dated -05.11.18 Gram Panchayat- Khasbahal G.P (Horticulture Khariar)
Visit made to Khasbahal G.P of Khariar Block. Conducted field enquiry of work and payment made to Mahatma Gandhi NREGS workers.
Problem of mango plantation taken up under MGNREGA. During the visit of mango plantation taken up under MGNREGA . Since last three years following defects have been noticed which is self explanatory
At Khasbahal GP survival of mango plantation is satisfactory. Materials like fertilizer, pesticides etc. has not been provided as per estimates during 1st year & 2nd year of plantation. Udyaan sathy has not been involved and transparency pillar is not found in worksites.
Therefore the Horticulturist Khariar is directed for taking steps of Gap- filling supply of in plants involving Udyaan sathy & beneficiaries constructed transparency pillars etc. within 15 days otherwise you shall be held responsible for failure of the scheme due to non monitoring & guidance needed for plantation programme.
Dated -08.11.18 Watershed - Agren G.P (Komna Block) (Watershed Komna)
Visited Agren G.P of Komna Block. Conduct field enquiry of work and payment made to Mahatma Gandhi NREGS workers. Seen projects like Field bunding of 60 Hect costing 29.04 lakhs at Agren Village under Agren GP. The benificiaryies name were not listed in the transperancy board. In addition to that the village Goijhore executed 9.68 Hectars of Field bunding was seen. The work was performed satisfactorily and no complaints regarding pending wages were noticed.
Dated -09.11.18 Gram Panchayat - Rajna G.P (Komna Block)
Conducted field visit and enquiry at Rajna GP for MGNREGS Works. Based on the complaint of the Sarpanch Rajana on dated 20.09.2018, 30 numbers of IAY benificiaries named Nirakar Chinda, Kairu Chinda, Chudamani Chinda, Santosh Chinda, Subash Chinda, Ugresen Adbang, Motiram Sagaria and several others were not paid their 95 Mandays wages by the DEO R ajna inspite of several approaches.
Dated -12.11.18 Horticulture Nuapada - Sarabong G.P (Nuapada Block)
(Horticulture Nuapada) Field visit to Sarabong G.P of Nuapada Block.Sri Hiralal Pandey , beneficiary has planted in 16-17 but no plantation seen in the field takenup by Hoticulture Deptt. for which Rs. 22000/- paid. Likewise visited plantation of Sri Nilambar Raut, Sonlal Rauo but no plantation survived though 3rd year was running and it was a failure because of Horticulture Officer and beneficiaries.
Verified other works like MIDH of the beneficiaries like Kishan Lal Sahu, Bidyadhar sahu, Kailash and 7 others. It was also seen from the site that the work of plantation was not satisfactory. Survival of mango plants are very less compared to other Blocks. An estimated budget per beneficiaries for 3 years is nearly Rs 182000.00 includes Labour wages and material cost whereas the fund spend on behalf of plantation for three years are only wages and nothing more than that. The beneficiaries are very depressed showing their un willingness to maintain their plantation in this zero budget.
Dated -14.11.18 Gram Panchayat - Jharband G.P (Sinapali Block) (Panchyat Samity)
Visited Jharbandh G.P. of Sinapali block. Visited following works: 1. Imp. of Charikhutia tank. 2.Imp. road from Kandamunda to Malpada 3. Imp. of Nuabandh Tank 4. Imp. of Laaxmiparga Tank and IAY houses of 09 beneficiaries. Following defects were noticed.
No signature, calculation of PEOs, GRS was found and in some cases L.T.Is. of workers not taken up. Excess payment has been made for Rs.2112/- done in Nuabandh Tank. For the beneficiaries under Rural Housing Scheme, no wages have been paid under MGNREGS as per the works in progress. Likewise visited Land Dev. of 06 beneficiaries for which payment have not been made. Advised PEO and GRS to pay the entire amount within a week and comply.
Dated -15.11.18 Watershed – Kuliabadha Bhanpur ( Nuapada Block )
Conducted field enquiry of Watershed work and payment made to Mahatma Gandhi NREGS workers of Khariar Block.Visited work of 20 numbers estimated cost of 2.55 lakhs of Boulder Check at Kuliabandha Village at Kuliabandha GP.in addition to that, field bunding of 15 hect at Bhanpur village also visited. The work was completed satisfactorily and payment to the same were furnished. SEW and GS were present at the time of Visit.
Dated -17.11.18 Block Social Audit Public Hearing at Sinapali
Neither the administration has taken steps for wide publicity among people regarding the date & time fixed for “Block level Jana Sunani Sabha” for which 5 to 8 villagers, VRPs PEOs JE, GRS were present at Sinapali Block Sabha on dated 17.11.2018.
In Social Audit most of the beneficiaries complained regarding delay Payment. In case of Land Development Rural Housing Scheme payment of wages (MGNREGA Share) are not given . in almost all G.Ps. In the said meeting the BDO assured to take steps for 100% payment within a short period.
Dated -20.11.18 Panchyat Samity-Khariar (Khariar Block)
Attend Block Social Audit at Khariar Complained on delay Payment, Auto code Generation under Rural Housing Scheme including payment as per works in progress not being done from the beneficiaries were found and the beneficiaries raised voice against PEOs. And GRS for the delay payment or payment not done as per works done for which Houses are not completed in time.Further on 20.11.2018, date was fixed for Khariar Block where in Panchyat Samity Members, Gobind Chandra Barik, Santosh Mishra, Purna Chandra Sethi and Lakheram Sandha made “Hallah” (raised voice loudly after the meeting) against Block administration for non- informing them and not made arrangement for wide publicity for the progamme. The meeting was conducted in a closed hall consist a sitting capacity below 80 where all the participants are VRPs, PEO, JE, GRS only.
Similarly It was also noticed during Khariar Social Audit, The Block Social auditor was not guided properly by the DSA who was been attached to work with an additional charge as APD MGNREGA Coordinator.
Date for the Block Social Audit was been cancelled several times. Released new dates which were not intimated to the Ombudsman. BDOs are asked to take steps for wide publicity in all villages and notice to all concerned regarding the date & time fixed in their respective Block for conducting “Jana Sunani” in a non partial way for redressal of grievance.
Dated -01.12.18 Gram Panchayat-Bhaleswar G.P of (Nuapada Block)
Visited various PMAY/IAY houses at Bhaleshwar GP on dated 01/12/2018, associated with the APO Nuapada and DEO Bhaleshwar (In charge), where it came to the knowledge of the undersigned that, not even a single payment of MGNREGS Labour wages paid even if almost all house construction completed. As enquired among the beneficiaries, that C1 form was not even collected yet.
As per the database, nearly 55 no’s of beneficiaries for the year 2017-18 and 91 no’s of beneficiaries for the year 2018-19 were allotted the RH Scheme. Although, the beneficiaries have completed their houses, they are liable to get their wages respectively as per commitment in Work Order provided by the BDO cum PO.Surprisingly, no satisfactory reply received from the PD DRDA or APD RH to regularise their payments. Hence the BDO cum PO of all blocks are directed to provide a list of such beneficiaries whom payment process has not been made due to the above reason for onward action at this end.

Dated -24.12.18 Gram Panchayat – Bargaon G.P of (Sinapali Block)
Visited Bargaon G.P of Sinapali Block. Conducted field enquiry of work and payment made to Mahatma Gandhi NREGS workers.Visited following works: 1.Imp. of Botopali to Kulingamal Road 2. Imp. of Road Bargaon Sunamudi Ghat to Limpada Dokrigudi Ghat3. Imp. of Bargaon to Jamgaon road 4. Imp. of Bordi Bandh at Salekela.5. Imp. of Road from Darlisadi to Ghumer Ghat.
Payment of wage of Gaon Sathy not done. R/A bills are not maintained in C.Rs. Pending of wages to 17 workers are found pending in . Imp. of road from Darlisadi to Ghumer Ghat. Advised PEO and GRS to pay the pending bills immediately.
Dated -26.12.18 Sericulture – Nagpada G.P of (Boden Block)
Visited Nagpada GP of Boden Block for Sericulture work. Conducted field enquiry of pending payments of MGNREGA workers. During the field visit to Nagpada site of Boden Block and jhagrahi site of Komna block on dated 26/12/2018, interacted with the farmers/ Beneficiaries, the following defects have been noticed during execution of MGNREGA works by Sericulture Department for the projects executed in the year 2017-18.

The executing Agency are to provide worksite facility like medical aid First Aid box, Creche, Drinking Water Supply & Shade as per MGNREGA guidelines chapter 7.12.1, 7.12.2 & 7.12.3 and all such expenditure should be booked as part of administrative expenditure.
2. Moreover there must be information/ Transparency pillar as per Annexure-1 near worksite as per MGNREGs Rules 7.10.1 (v). On verification, the above facilities are not provided in any of the work sites under any of your Cluster/GP whereas in estimates, the provisions/facilities are not been incorporated.
3. Material expenditures are booked in almost in all projects as per portal. Neither any Vouchers/ supporting documents Expenditure bills, Individual case records, Muster Rolls were not able to produce before the undersigned at the time of field visit
4. Not found any mate engaged under any project, hence after and make provisions inside your estimate for making payment to the mate under semi skilled wages. See Rules 7.11.1 of MGNREGA guidelines 2013 -
5. There were no provisions seen for watering facility, watch and ward as per estimate. The estimate for the projects implemented does not meet the plantation guidelines of MGNREGA and would prefer to prepare estimates henceforth in accordance with the field necessities and requirements of project instead of prototype.
6. Below mentioned approximate amount is lying pending in shape of wage & material components of respective sites known from you due to non approval of Dongle ID & password for both the signatories.
7. It is essential, ensuring proper implementation of the scheme in the above clusters/GPs by employing full time staff; Technical Training and Exposure visit to existing and new farmers also encourage new farmers in this field.
8. It was seen a pending wage liability of Rs 76991/-.
Dated -04.01.19 Forest Range Khariar Road– Bhanpur G.P (Nuapada Block)
Visited Bhanpur Forest Range of Nuapada Block. Conducted field enquiry of recent works and payment made to Mahatma Gandhi NREGS workers. Visited various works like Avenue Plantation- Masankunda to Bisora Road, TOF Distribution Nursery Masankunda under SP Scheme in convergence with MGNREGS 10000 Seedlings, ANR GAP Plantation Basini, LBCD Basini, During the visit of the undersigned on dated 04.01.2019 at your Khariar Road forest range to verify works implemented, you have not produced complete case records at the time of inspection.
They officials are directed to appear before the ombudsman shortly with relevant case records including Estimates, Muster Roll, Bills, Vouchers, Measurement Book, Photographs for the above mentioned works, as they have failed to produce in the time of inspection where it got quite difficulty to interact with the labourers worked.
Dated -07.01.19 Watershed – Kirkita G.P of (Khariar Block)
Visited Watershed works at Kirkitta GP of Khariar Block. It has come to the notice during field visit in presence of watershed representative Mr. Ramesh Chandra Naik (WMT) & Watershed Secretary Mr. Laxmi Narayana Rout of the project area that ,the “Mango Plantation at Junapani P/E-14 (2428003/DP/10351681) & “Mango Plantation at Junapani P/E-13 (2428003/DP/10351680) executed at Kirkita G.P. of Khariar Block where Fake Muster Rolls has been maintained for both the projects which needs recovery of Rs.89550/- Rupees eighty nine thousand five hundred and fifty only (74262.00 + 15288.00).
The case is registered as per the statements taken from the workers actually worked in the same project, whereas the name of those real workers which are not included in any of the Muster Rolls generated.

The then Ranger Sri Jayram Sabar and Forester Sri Sahadev Bhunjia of Khariar Range are hereby asked to present request before the undersigned on dated 12.01.2019 with concerned case records consist of M.R. vouchers, M.B. and cash book of projects executed by their department of Khariar Road GP of Khariar based on the complaint lodged by Umesh Sabar of Sanmaheswar who is presently in agitation of hunger strike since 7.1.19 in front of collectrate Nuapada regarding nonpayment of wages for Night watchman and other works under MGNREGA Scheme instituted by the Forest department 1 years ago.

Visited works like Improvement of Mahabandh Tank at chandrapur, Improvement of Godei Bandh Tank at Badamunda and Imrovement of Road from Michaguda to Nadi Road. Met the labourers Tilakram Sabar, Dhansingh Sanbar, Sahadev Sagaria, Jaisingh Sabar, Son Kumar Sagaria.
